Terms from transportation compliance, back-office document handling and automation — defined plainly, with a line on why each one costs you something.

A

Accessorial

Documents

Any charge on a freight bill beyond the linehaul rate — detention, layover, lumper fees, driver assist, reconsignment, tarping.

Why it matters: Accessorials are earned at the dock and billed from paperwork. When the paperwork is late or incomplete, the charge is written off rather than argued, which is why unbilled accessorials are a standing revenue leak.

Application Programming Interface (API)

Technology

A documented, supported way for one system to exchange data with another without a person operating a screen.

Why it matters: Whether your TMS has one determines what kind of automation is possible. An integration built on a supported API survives an interface change; one built by driving the screen does not.

Artificial Intelligence (AI)

Technology

Software that makes decisions from patterns learned in data rather than from rules a person wrote out in advance.

Why it matters: AI handles the variation that breaks rule-based systems — a document in an unfamiliar layout, a field in an unexpected place. It also fails differently: quietly, and with confidence.

B

Behavior Analysis and Safety Improvement Category (BASIC)

Safety & Compliance

One of the seven categories the FMCSA uses to group safety violations inside the Safety Measurement System: Unsafe Driving, Crash Indicator, Hours-of-Service Compliance, Vehicle Maintenance, Controlled Substances and Alcohol, Hazardous Materials Compliance, and Driver Fitness.

Why it matters: BASIC percentiles decide whether you get intervention letters, and brokers increasingly read them before awarding freight. A weak BASIC is a commercial problem before it is a regulatory one.

Bill of Lading (BOL)

Documents

The contract of carriage between shipper and carrier, listing what is being moved, from where, to where, and on what terms.

Why it matters: The BOL starts the billing clock. It arrives as a phone photograph from a cab more often than as a clean scan, and it typically carries dozens of fields that somebody has to read correctly.

C

Commercial Driver's License (CDL)

Safety & Compliance

The license required to operate a commercial motor vehicle, issued by a driver's state of residence with endorsements for specific equipment or cargo.

Why it matters: License status, class and endorsements have to be verified at hire and monitored afterwards. A CDL that lapses quietly is a driver operating unqualified.

Commercial Vehicle Safety Alliance (CVSA)

Safety & Compliance

The organization that sets North American roadside inspection standards and out-of-service criteria, and runs enforcement events such as International Roadcheck.

Why it matters: CVSA criteria decide whether a violation sidelines a truck or produces a citation. Inspection results feed straight into your safety scores.

Compliance, Safety, Accountability (CSA)

Safety & Compliance

The FMCSA enforcement program that scores carrier safety performance from roadside inspections and crash data, and prioritizes who gets intervention.

Why it matters: CSA data is public. Brokers, shippers and plaintiff attorneys all read it, which means safety performance functions as a commercial document.

Confidence Score

Technology

A number a recognition or classification system attaches to its own output, indicating how certain it is about a value it extracted.

Why it matters: This is the field that decides whether automation is safe. A system that routes low-confidence documents to a person is worth more than one that is slightly more accurate and never admits doubt.

D

Days Sales Outstanding (DSO)

Financial

The average number of days between invoicing a customer and collecting the money.

Why it matters: Finance usually treats DSO as a collections problem. A meaningful share of it starts earlier, in the gap between delivery and invoice — the customer is not paying late, you asked late.

Detention

Financial

A charge for time a truck is held at a shipper or receiver beyond the agreed free time.

Why it matters: Detention is earned in the yard and proved on paper. Without arrival and departure times captured at the time, the charge is difficult to defend and usually gets dropped.

Digital Workforce

Technology

EBE's term, in use since the 1970s, for software that performs the repetitive back-office tasks a person would otherwise do by hand — reading documents, checking them against your rules, and updating the systems that need the result.

Why it matters: The framing matters: it is staff capacity rather than a software category. The work still happens, and the people who used to do it handle the exceptions instead.

Document Classification

Technology

Working out what kind of document something is — a bill of lading, a fuel receipt, a rate confirmation — before deciding which fields matter on it.

Why it matters: Classification is what separates a processing pipeline from plain character recognition. Until a system knows what it is holding, it cannot know what to extract or where to send it.

Driver Qualification File (DQ File)

Safety & Compliance

The file 49 CFR Part 391 requires a motor carrier to keep on every driver, holding the employment application, motor vehicle records, road test certificate or equivalent, medical examiner's certificate, annual review and inquiry records.

Why it matters: DQ files are the first thing an auditor asks for and the easiest to fall behind on, because most of the contents expire on their own schedule rather than yours.

Driver Settlement

Financial

The calculation and statement of what a driver is owed for a pay period, including linehaul, accessorials, reimbursements and deductions.

Why it matters: Settlement accuracy and timing are retention issues, not just accounting ones. A driver paid late or short because paperwork was missing tends to remember it at their next opportunity.

Drug and Alcohol Clearinghouse (Clearinghouse)

Safety & Compliance

The FMCSA database recording drug and alcohol program violations for CDL holders, which carriers must query before hiring and annually thereafter.

Why it matters: Queries are a hard requirement with hard deadlines, and consent management adds a step most carriers underestimate. Missed annual queries are a common audit finding.

E

Electronic Data Interchange (EDI)

Technology

A long-established standard for exchanging structured business documents — load tenders, status updates, invoices — between trading partners.

Why it matters: EDI handles the structured half of freight communication well. It does nothing for the photograph of a signed delivery receipt, which is where most manual work actually lives.

Electronic Logging Device (ELD)

Safety & Compliance

The device required to record a driver's hours of service automatically from engine data rather than on paper.

Why it matters: ELD data is a compliance record and an operational feed at once. Whether it reaches your safety and back-office systems without a person exporting it is an integration question.

Escrow

Financial

Money held back from an owner-operator's settlements as a deposit against damage, fuel or equipment, refundable under the terms of the contract.

Why it matters: Escrow balances have to be tracked per driver over the life of a contract and returned correctly at separation. Errors here reliably become disputes.

Exception Handling

Technology

The process of routing the small share of transactions a system cannot complete confidently to a person, while the rest finish untouched.

Why it matters: This is the design goal rather than a shortfall. The aim is not zero staff; it is staff working the documents that genuinely need judgment instead of the whole queue.

Factoring

Financial

Selling freight invoices to a third party at a discount in exchange for immediate cash rather than waiting for the customer to pay.

Why it matters: Factoring buys speed and costs margin. Carriers who shorten the delivery-to-invoice gap reduce how much factoring they need, which is the cheaper version of the same outcome.

Federal Motor Carrier Safety Administration (FMCSA)

Safety & Compliance

The agency within the U.S. Department of Transportation that regulates commercial motor carriers, drivers and vehicles.

Why it matters: Essentially every compliance requirement discussed on this site — DQ files, hours of service, the Clearinghouse, CSA — originates here.

H

Hours of Service (HOS)

Safety & Compliance

The federal rules limiting how long a commercial driver may drive and work before rest is required.

Why it matters: HOS violations feed a BASIC and can put a driver out of service at the roadside. They are also the compliance area most visible to enforcement.

I

Imaging

Technology

Capturing documents as digital images and storing them so they can be retrieved against a load, driver or invoice.

Why it matters: Imaging on its own gets you retrieval, not automation. The pictures are searchable; the numbers inside them still need reading.

Indexing

Technology

Attaching identifying data to a stored document — load number, driver, date, document type — so it can be found later.

Why it matters: Indexing by hand is one of the quieter costs in a back office. It is invisible per document and substantial across a year.

Inspection Selection System (ISS)

Safety & Compliance

The score, from 0 to 100, that tells roadside inspectors how likely a carrier is to warrant inspection. Higher scores mean more inspections.

Why it matters: ISS is where safety scores stop being abstract. A high score means more time at scales, which is time not spent moving freight.

Intelligent Document Processing (IDP)

Technology

The full pipeline that classifies a document, extracts its values, validates them against known data, and routes the result — with character recognition as one step inside it.

Why it matters: The measure that matters is straight-through rate: the share of documents finishing with no human touch. Character accuracy on a clean scan is not the same claim.

International Fuel Tax Agreement (IFTA)

Safety & Compliance

The agreement under which carriers report and pay fuel taxes across member jurisdictions based on miles traveled and fuel purchased in each.

Why it matters: IFTA reporting depends on fuel receipts and mileage records being complete and legible. Missing receipts turn into estimated assessments, which are rarely in your favor.

Lumper

Financial

A third party paid to load or unload a trailer, common in grocery and food distribution.

Why it matters: Lumper fees are paid by the driver at the dock and recovered from the customer afterwards, which only works if the receipt survives the trip and reaches billing.

M

Machine Learning (ML)

Technology

The branch of AI where a system improves at a task by learning from examples rather than being explicitly programmed for each case.

Why it matters: In document work, this is what lets a system handle a layout nobody configured. It also means the system needs representative examples, including the awkward ones.

Medical Examiner's Certificate (MEC)

Safety & Compliance

The certificate issued by a certified medical examiner confirming a driver is physically qualified, valid for up to 24 months and often less.

Why it matters: Medical certificates expire on their own schedule, driver by driver. Tracking them by spreadsheet is how drivers end up operating unqualified without anyone intending it.

Motor Vehicle Record (MVR)

Safety & Compliance

A driver's state-issued driving history, showing license status, endorsements, violations and convictions.

Why it matters: MVRs are required at hire and at least annually afterwards. Continuous monitoring services report changes as they happen, which is the difference between finding out now and finding out in eleven months.

Negligent Hiring and Retention

Safety & Compliance

The legal claim that a carrier knew or should have known a driver was unfit, and hired or kept them anyway.

Why it matters: This is the theory that turns an incomplete DQ file into an exhibit. What you can prove you checked, and when, is the defense.

Nuclear Verdict

Safety & Compliance

A jury award substantially exceeding what the facts of a case would normally suggest, commonly used for awards above $10 million.

Why it matters: Nuclear verdicts have reshaped insurance pricing across trucking. Documented, defensible safety practice is one of the few variables a carrier controls.

O

Optical Character Recognition (OCR)

Technology

Converting an image of text into machine-readable characters.

Why it matters: OCR reads. It does not know which number is the PRO and which is the purchase order, whether a weight is plausible, or whether a signature is missing. Those are separate jobs.

Out of Service (OOS)

Safety & Compliance

An order prohibiting a driver or vehicle from operating until a violation is corrected.

Why it matters: An out-of-service order strands a load and a driver, and the violation follows you into your safety scores.

P

PRO Number

Documents

The carrier's own progressive tracking number for a shipment, used to follow it through pickup, transit, delivery and billing.

Why it matters: The PRO is the thread tying a load's documents together. Read it wrong at capture and the paperwork attaches to the wrong load, which surfaces later as a billing dispute.

Pre-Employment Screening Program (PSP)

Safety & Compliance

The FMCSA service providing a driver's five-year crash and three-year roadside inspection history to prospective employers, with driver consent.

Why it matters: PSP is one of the few pre-hire signals grounded in federal records rather than self-reporting. Consent handling is what usually slows it down.

Proof of Delivery (POD)

Documents

The signed document confirming freight was delivered and in what condition.

Why it matters: No POD, no invoice. An unreadable signature block is an unbillable delivery, and the driver is four states away by the time billing notices.

Rate Confirmation (Rate Con)

Documents

The document setting out agreed terms for a load — rate, stops, dates, accessorial terms — between broker and carrier.

Why it matters: The rate confirmation is what an invoice is checked against. When its terms are not captured as data, accessorial entitlements get lost at billing.

Roadside Inspection

Safety & Compliance

An enforcement inspection of a commercial vehicle and driver, graded at one of six levels depending on scope.

Why it matters: Inspection results feed CSA whether or not violations are found. A clean inspection helps your scores; a violation stays visible for two years.

Robotic Process Automation (RPA)

Technology

Software that follows an explicit sequence of steps across systems — opening screens, entering values, moving data — exactly as written, every time.

Why it matters: RPA is reliable and predictable, and it breaks when a screen changes. It is the right tool for deterministic execution and the wrong one for interpretation.

Safety Measurement System (SMS)

Safety & Compliance

The FMCSA system that organizes inspection and crash data into the seven BASICs and produces the percentiles used to prioritize enforcement.

Why it matters: SMS is where roadside events become a public number. It updates monthly, so a bad quarter stays visible for a while.

Scale Ticket

Documents

The weight record produced at a certified scale, used to confirm load weight for billing, compliance and dispute purposes.

Why it matters: Scale tickets are small, easily lost, and load-bearing for both billing and weight compliance — a common gap in trip paperwork.

Short-Pay

Financial

A customer paying less than the invoiced amount, usually disputing an accessorial or citing a documentation problem.

Why it matters: Short-pays are the delayed cost of an entry error. A typo on a Tuesday becomes a deduction six weeks later, by which time nobody remembers the load.

Straight-Through Processing (STP)

Technology

The share of transactions that complete end to end with no human intervention.

Why it matters: This is the honest measure of a document automation system, and the number to ask a vendor for on your own documents rather than their sample.

Telematics

Technology

Vehicle and driver data captured from onboard equipment — location, engine data, hard braking, camera events — and transmitted back to the carrier.

Why it matters: Telematics generates safety signals continuously. Whether those reach the driver's file and coaching workflow, or sit in a separate portal, is what decides if they change anything.

Transportation Management System (TMS)

Technology

The core operational platform a carrier or broker runs on — orders, rates, dispatch, customers and load history.

Why it matters: The TMS is the system of record. Automation layers on top of it; replacing it is a much larger project and rarely the one a data-entry problem calls for.

Trip Pack

Documents

The set of documents a driver accumulates on a load — bill of lading, delivery receipt, scale tickets, fuel and lumper receipts, inspection reports.

Why it matters: The trip pack is the unit most back-office work is organized around. Whether it arrives complete, and when, determines how fast the load can be billed and settled.

Work-by-Exception

Technology

An operating approach where software completes the standard transaction and a person is involved only when something falls outside the rules.

Why it matters: EBE has built around this idea since the 1970s. It is the difference between staff reviewing every document and staff reviewing the ones that need a decision.

Several of these terms get used interchangeably by vendors who should know better. The comparison pages take the four that cost the most money to confuse.

Definitions are the easy part.

Knowing what a DQ file should hold is different from keeping 400 of them current. We’ll show you the second part on your own roster.
